"Virginia Elizabeth (Skaggs) Francis, age 97, went to be with Jesus on October 13, 2005, at Berger Hospital in Circleville, Ohio. She was the last living of the children born to Isaac and Sebra Frances Fyffe Scaggs. She was also preceded in death by brothers, Roscoe "Ross" Skaggs and James "Termon" Skaggs; sisters, Bertha May Rose Fairchild, Polly Mandy "Pauline" Gordon Tuller, and Jannie "Esther" Castle. Her husband Bert Francis preceded her in death, as well as son, Robert Francis, and grandson William David "Billy" Francis.
"She was born July 29, 1908 near Stoutsville and was the only one of her family born in Ohio. Virginia was descended from the illustrious Skaggs pioneers who came to this country in the 1600s and explored and settled in the Virginias, Kentucky and Ohio.
"Virginia's father took her to the Circleville Pumpkin Show when she was a child in a horse drawn surrey with a fringe on top. She married Bert Francis on December 1, 1926 and was a resident of Williamsport for over fifty years. A member of the Williamsport Church of Christ in Christian Union, she served as a Sunday School Superintendent and teacher for more that fifteen years.
"Virginia was a loving mother who gardened, sewed, wrote poetry and cooked. She lived through the depression and her testimony from Psalms was, "I have been young, and now am old; yet have I not seen the righteous forsaken, nor his seed begging bread". This was important to her so she cooked and fed family, friends and ailing neighbors over her lifetime.
"She is survived by four daughters, Kathleen (Lon) Rigsby, and Evelyn Jean Thomas of Williamsport; Marilyn Ferguson of Columbus and Betty (Gary) Burggraf of Circleville; numerous grandchildren, great grandchildren, great-great grandchildren, nieces, nephews and a host of friends."

She was born September 7, 1927 in Stoutsville, died May 19, 2013 in Brown Memorial Home in Circleville, and was buried in Spring Lawn Cemetery. In addition to her parents, she was preceded in death by her husband, Lonzie Rigsby, on June 8, 2007; and 1 brother, Bob Francis. She was survived by 2 sons, Steve (Karen) Rigsby (of Chillicothe, Ohio) and Ken (Donna) Rigsby (Williamsport); 2 daughters, Louise (Michael) Rapp (Chillicothe) and Margie Rigsby (Columbus, Ohio); 3 sisters, Jean Thomas (Williamsport) and Betty (Gary) Burggraf (Circleville), and Marilyn Ferguson (Columbus); 10 grandchildren; and several great-grandchildren.
